But what’s new in 2019?
Let us start from a certain fact: never before in recent years has there been such a budgetary manoeuvre and so many measures for innovation aimed at encouraging the adoption of digital technologies. A turning point in the Italian territory. 45 million are added to the table in three years, in addition to the 40 million already available for experimentation in the field of “Artificial intelligence, blockchain and IoT”. In the previous article we introduced you to the National Industry Plan 4.0 and some of the incentives and benefits that companies can derive from embracing this much feared digital innovation.
2019 defeat or progression?
With 2019 Industry 4.0 is significantly enriched: the confirmation of the increase in hyper-amortization comes along with tax benefits for startups, in addition to the already mentioned 45 million on the plate for microelectronics and investment in artificial intelligence.
The Budget Law 2019 has been definitively approved; in general, we can summarise it as a complex container that includes various measures in different areas of national interest. Of all the topics covered, attention is also paid to the 4.0 industry. Let’s see some changes in detail:
HYPERAMPORTATION, one year extension – the manoeuvre introduces differentiated rates: 270% for projects up to 2.5 million; 200% for projects between 2.5 and 10 million; 150% for projects between 10 and 20 million. There is a maximum investment ceiling of 20 million, beyond which no advantage can be taken of the increase. The incentive for intangible assets of 140% is also confirmed.
Introduction of vouchers for the INNOVATION MANAGERprofessional figure aimed at “supporting the processes of technological and digital transformation through the enabling technologies provided for in the National Enterprise Plan 4.0 and modernization of the management and organizational structures of the company, including access to financial and capital markets”. This voucher is nothing more than a non-repayable incentive of 40,000 euros for micro and small businesses up to 50% of expenditure; 25,000 euros for medium-sized businesses up to 30% of expenditure; 80,000 euros for business networks up to 50% of expenditure incurred. On the platter 25 million euros a year.
Focus also on STARTUP, in fact, for those who want to develop new technologies, between 2019 and 2021 will be allocated 30 million per year for the Fund for the support to Venture Capital (aimed at helping the start-up and/or growth of an activity in sectors with high development potential).
IOT (Internet Of Things), AI (Artificial Intelligence), and BLOCKCHAIN technologies that are not overlooked, coming in 15 million euros per year for 2019 and 2020.
RENEWAL OF TAX CREDIT FOR TRAINING ACTIVITIES 4.0 of 40% of the expenses relating to employees engaged in training activities, limited to the company cost referred to the hours or days of training, incurred in the tax concession period and up to a maximum of 300,000 euros for each beneficiary.
